The NMC is a unit of the United States Coast Guard (USCG) that is responsible for issuing credentials to U.S. mariners who work on commercial vessels. The NMC also maintains a database of mariner records and provides customer service to applicants and stakeholders. The NMC operates under the authority of federal laws and regulations that govern the maritime industry and ensure the safety, security, and environmental protection of the Marine Transportation System.

The NMC’s main office is located in Martinsburg, West Virginia, where it processes applications for credentials and conducts quality assurance and oversight. The NMC also oversees 17 Regional Exam Centers (RECs) across the country, where mariners can take examinations, submit applications, and receive assistance from staff. The NMC works closely with other USCG units and agencies, such as the National Vessel Documentation Center (NVDC), the National Vessel Movement Center (NVMC), and the Transportation Security Administration (TSA).

The NMC issues two types of credentials to mariners: Merchant Mariner Credentials (MMCs) and Medical Certificates. MMCs are required for all mariners who serve on vessels of 100 gross register tons or more or who are required by regulation to hold a license or document. MMCs contain endorsements that indicate the mariner’s qualifications, such as officer or rating, tonnage or horsepower limitations, route or geographic area of service, and special skills or training. Medical Certificates are required for all mariners who hold an MMC with an officer endorsement or an STCW endorsement. Medical Certificates attest to the mariner’s physical and mental fitness to perform their duties.

The NMC also offers various services and resources for mariners and stakeholders, such as:

– Customer Service Center: A toll-free number (1-888-IASKNMC) and email address (IASKNMC@uscg.mil) where mariners can ask questions, request information, provide feedback, or file a complaint.
– Website: A comprehensive source of information on credentialing requirements, policies, procedures, forms, fees, guidance documents, news updates, announcements, FAQs, and more.
– Checklists: A collection of checklists that outline the steps and documents needed for different types of applications.
– Course Approvals: A list of approved courses that meet certain training requirements for credentialing.
– Credential Verification: A tool that allows employers or other authorized parties to verify the validity and status of a mariner’s credential.
– Appeal/Reconsideration: A process that allows mariners to request a review of an adverse decision made by the NMC regarding their application.
– Military to Mariner: A program that assists current and former members of the U.S. Armed Forces in obtaining credentials based on their military
