– Use low-sulfur fuel oil (LSFO) with a sulfur content at or below the specified limits.
– Install exhaust gas cleaning systems, commonly known as “scrubbers,” to remove sulfur oxides from the ship’s emissions when using higher sulfur content fuels.
– Use alternative fuels with inherently lower sulfur content, such as liquefied natural gas (LNG) or other compliant fuels.
– Compliance with the sulfur limits is verified through documentation and record-keeping.

3. Fuel Oil Samples and Testing:

– Regulation 14 requires ships to keep records of the fuel oil samples taken and used for compliance verification.
– Flag States, port authorities, and other relevant authorities may conduct fuel oil sampling and testing to ensure compliance.

4. Emission Control Areas (ECAs):

– The regulation designates specific areas known as Emission Control Areas (ECAs) where even stricter sulfur content limits apply (0.10%).
– ECAs include regions such as the Baltic Sea, North Sea, North American ECA, and the U.S. Caribbean Sea ECA.
– Ships operating in ECAs must either use low-sulfur fuel oil or employ equivalent measures, such as scrubbers or alternative fuels, to meet the lower sulfur limits.

5. Enforcement and Penalties:

– Flag States, port States, and other authorities are responsible for enforcing MARPOL Annex VI, including Regulation 14.
– Non-compliance can result in penalties, detention of the ship, or other legal actions.
